How to read these figures
These are indicative annual Total Cost to Company ranges based on Blue Recruiting placement data and market benchmarking for 2025/26. They are not national averages, guaranteed offers or take-home pay. They exclude bonuses, incentives and long-term benefits. The current dataset is pooled nationally, so it does not support separate Cape Town, Johannesburg or Durban bands.

Job titles can make a search look straightforward when the underlying brief is anything but. A generalist hiring process may group several of these roles together because they share tools, qualifications or keywords. That is where salary expectations and candidate shortlists often start to drift.

A brief that describes those requirements will reach a different market from one that simply asks for Azure and several years of development experience.
The most useful briefing conversation starts with the outcome the person must deliver. What will they own? Who will use their work? What decisions will they make independently? Which technical problems are already understood, and which will they need to define? Those answers make the salary benchmark more meaningful than a job title copied from a previous vacancy.

This group includes several distinct kinds of work. Data Analysts answer business questions through investigation, reporting and interpretation. BI Developers build the reporting layer and the tools people use to consume information. Data Scientists develop statistical and predictive models, while ML Engineers take machine-learning systems into production and keep them reliable once they are being used. Software engineering pay is shaped by the system being built, the product stage, engineering standards, production responsibility and the scarcity of the relevant stack. A senior hire is usually expected to make sound technical decisions, take ownership of difficult work and help others deliver consistently. Years of experience provide context, but the scope of the work gives the stronger signal.

Cloud, Kubernetes, CI/CD, security, observability and infrastructure-as-code experience can matter when they are part of the real operating environment. A certification may support credibility, but it does not automatically create a premium without demonstrated production capability.
Technology executive and senior leadership salaries
Executive packages have the widest spread because the title can cover very different mandates. A CTO leading a small product team is not being benchmarked against a CTO accountable for a large enterprise estate, regulatory risk, cyber resilience and multi-country delivery.

What changes the salary within a range?
Location is one part of the picture. The current dataset is national, so it cannot answer a city-specific question with a precise Cape Town or Johannesburg average. Offers also reflect sector, employer size, remote or hybrid policy, reporting line, technology stack, data sensitivity and production responsibility.
Experience in banking, insurance, asset management, fintech, SaaS, consulting or other regulated environments may be particularly relevant where the employer needs domain knowledge as well as technical skill. The same applies to leadership scope, stakeholder exposure and the ability to translate technical work into measurable business outcomes.
Why technology hiring remains difficult
Many employers start with a familiar title and a list of technical keywords. The search becomes more productive when the brief describes what success looks like, how the person will work with the team, and which decisions they will need to make. This is particularly important for roles that sit between disciplines, such as Product Engineering, Analytics Engineering and ML Engineering.
South Africa’s official 2024 National List of Occupations in High Demand includes ICT Systems Analysts, Data Scientists, Software Developers, Web Developers, Database Designers and Administrators, Computer Network and Systems Engineers, ICT Security Specialists and related roles [1]. That list is a demand indicator, not a salary table: it combines labour-market data with employer survey evidence and occupational mapping.
Xpatweb’s 2025 Critical Skills Survey reported that 84% of organisations struggled to recruit critically skilled employees, up from 79% in 2024, and identified ICT specialists among the most difficult areas to recruit [2]. This is an employer survey and should be read as market context rather than a universal measure of every technology role.
ICASA’s 2025 ICT-sector report provides additional context about the regulated telecommunications, postal and broadcasting sectors, but it is not a complete measure of the software, data and technology labour market [3].
